The Under-25 ID Rule Is the Place to Start
Alberta already has a simple rule at the counter: if a customer appears under 25, the seller must check identification. A serious youth policy should begin there.
Start with the counter, then follow the supply
Alberta's retailer rules require staff to ask for identification from anyone who appears under 25 before selling tobacco or vaping products. That gives the province a concrete compliance point to inspect, test, and report.
If youth are getting products from legal counters, inspections and penalties should show it. If youth are getting products from friends, online sellers, or unlicensed channels, Bill 208 needs a different enforcement answer.
