Do not waste the deferral
the September 24 transcript records that Bill 208 was deferred while the committee finishes another statutory review. That is time Alberta can use to draft better amendment language.
Four repair clauses
- A public enforcement baseline before proclamation.
- A retail-compliance report after implementation.
- An online and informal supply plan.
- A sunset or review clause if illegal supply grows.
Why timing alone is not enough
Bill 208 already proposes a one-year coming-into-force period. A calendar delay is not an evidence test unless Alberta states what it will measure during that year.
