The One-Year Clock Should Come With a Review Clause

Alberta Choice Vaping Alliance says Bill 208 should not start a one-year implementation clock without public review triggers.

A clock without a gauge is risky

Bill 208 says the Act comes into force one year after Royal Assent. That timing may look orderly, but a year is not enough if Alberta has not built public checks for illegal supply, youth access, and adult displacement.

Three review triggers

• If illegal product seizures rise, the rule should be reviewed.
• If youth source-of-access data does not improve, the rule should be reviewed.
• If adult smokers lose practical access to lower-risk alternatives, the rule should be reviewed.

What should be amended

The committee process exists to improve bills. The Assembly committee page shows the written submission phase is over, which makes the fall stage the right time for a practical review clause.
