Do Not Start the One-Year Clock Without an Enforcement Plan

The clock matters
Bill 208 says it comes into force one year after Royal Assent. That makes the pre-assent plan important because Alberta would have a fixed transition window once the clock starts.
Minimum plan before movement
- Identify the enforcement lead.
- Publish how complaints will be triaged.
- Separate legal retail compliance from online and informal sellers.
- Report how illegal supply will be disrupted during the transition year.
The adult-choice position
The fairest amendment is not complicated. Keep legal adults in visible channels, enforce against sellers that ignore the rules, and prove the shift will not hand demand to hidden operators.
